Transport Malta has launched a significant industry consultation on the proposed Malta Pleasure Yachts Safety Guidelines, a new strategic framework designed to bolster safety and global mobility for Malta-flagged pleasure craft.
Overview of the Initiative
The primary objective is to establish a coherent, proportionate, and practical safety framework specifically for non-commercial yachts. This initiative responds to increasing international demands, as several foreign jurisdictions now mandate formal safety certification for pleasure craft navigating their waters.
Key Features of the Proposed Scheme
The draft guidelines introduce a voluntary certification process for pleasure yachts registered under the Malta Merchant Shipping Act.
Voluntary Adoption: Owners can choose to adopt these guidelines voluntarily for yachts not engaged in trade.
Survey & Certification: Eligible yachts may be issued a Pleasure Yacht Safety Certificate valid for five years. This is subject to an intermediate survey carried out between the 2nd and 3rd anniversary dates.
Authorised Entities: Surveys can be conducted by Appointed Government Surveyors (AGSs) or Recognised Organisations (ROs).
Safety Equipment Schedules: The guidelines outline specific equipment requirements, including lifejackets, firefighting appliances, and navigational aids, often scaled by vessel length.
For example, yachts 12m in length must be equipped with a fixed DSC VHF Radio, a Class B AIS Transponder, and free-floating liferafts.
Urgent Consultation Period
The Superyacht Industry Network Malta (SYINM), in collaboration with the Malta Maritime Law Association (MMLA) and the Malta Chamber of Commerce, is currently finalising a consolidated position paper to ensure the sector’s voice is heard.
Important Deadline: Stakeholders and members are urged to submit their technical feedback immediately. The official deadline for submissions to Transport Malta is Monday, 27 April 2026.

Applicability and Exclusions
The guidelines apply to yachts < 24m in Hull Length (ISO 8666). They do not apply to:

Commercial yachts holding a CVC or Small Commercial Yacht Certificate.
Fishing vessels.
Pleasure yachts 24m in length.
